C=2πr in this case and using the approximation...
C=2(3.14)3=18.84cm (note 22/7 is a much better approximation and is just as easy to use :))

The Circumference of a circle is 2PiR or PiD.
3.14 x 3 x 2
3.14 x 6
18.84 is your answer.
