1.5*3=4.5.

Since fare is broken down into
(1)/(5) parts, we need to figure out how many of these
(1)/(5) parts are there in 11.8 miles.

There are
(11.8)/((1)/(5))=59 parts.

First
(1)/(5) mile is $0.75

Remaining 59 - 1 = 58 parts are worth $0.55 each. So total is
58*0.55=31.9 dollars.

Grand total with 4 passengers and 11.8 miles is
4.5+31.9+0.75=37.15 dollars.
