What is the first step needed to solve {4/7}x-5=-13

You want to isolate the x so first add 5 to both sides.

(4)/(7) x-5+5=-13+5 \\ (4)/(7) x=-8
Now you need to divide by
(4)/(7) but to divide a fraction you multiply the reciprocal.

(4)/(7)x* (7)/(4) =-8( (7)/(4)) \\ x=-14

Hope that helps. I know you just asked for the first step but I thought it couldn't hurt to have the whole thing.
