The main reason dor that is that the Texas Legislature gives the bureaucracy a great deal of administrative discretion through the rulemaking process. In many cases Lobbyist are being misinterpreted as related to bribery and it is not like that. Remember that lobying is a practice performed by either individuals or organizations where public campaigns are undertaken to pressure governments into specific public policy actions.
