Since the ceiling was raised 5 m, then the new height is 21 + 5 = 26 m

Now, if the original height was the 100%, then using a rule of three, we have the following:

\begin{gathered} 21m\rightarrow100\% \\ 26m\rightarrow x\% \\ \Rightarrow x=(26\cdot100)/(21)=(2600)/(21)=123.81 \\ x=123.81\% \end{gathered}

we have that the new height is the 123.81% of the original height, therefore, the percent increase is 123.81-100=23.81%
