The Virginia Plan was a proposal during the Constitutional Convention that was meant to fix representation in the federal government. Under the Articles of Confederation, each state had one representative in Congress regardless of size. Large states, like Virginia, felt this was extremely unfair as they had a much larger population than states like Rhode Island.

So when it came time to determine representation in Congress under the new US Constitution, a representative from Virignia proposed this plan where the House of Representatives and Senate would be based on a states population. This would give Virginia significant political power and control over the development of federal laws.
