First you have to find the theoretical probability of finding blue. To find this you take the total number of spins and divide but the number of possible outcome's.
60 spins ÷ 3 out comes = 20 out of 60 times it will be blue.
so in the experiment it was 25 out of 60 so its a 1/4 difference
So the answer is A.
