h=45(t+0.1), a=58t The Arlen family will overtake the Harris family when:

58t>45(t+0.1)

58t>45t+4.5

13t>4.5

t>0.346

So it will take about 0.346 hours ( 20 min 46 seconds ) for the Arlen's to overtake the Harris'
