How does the role of head of state differ from the role of chief diplomat

As chief diplomat the president negotiates and sign treaties as part of the constitutional system of checks and balances, however, two-thirds of the Senate must approve all treaties, but as Head of state the president preforms public services, such as statements on important issues, serving as host to visiting kings, queens, and heads of governmentsand meeting public figures.
