Roosevelt felt the government should be spending time to help people who were in economic trouble.
Hoover believed in the idea of rugged indiviuslism which means people were responsibly for there own welfare

Hoover was more for less government and laissez faire then Roosevelt while Roosevelt placed programs in during the Great Depression to strengthen government control
