A woman in the grocery store is fidgeting, but standing patiently in line when a new check-out register opens next to her. As she begins to move her cart to the new line, a shopper comes from one of the food aisles and pushes in front of her to check out. The woman says, "Oh, please, after you!" and stays where she is.

The woman is implying, The other shopper should feel free to take her place in the line.
Although, this could change if it said the woman's tone of voice.

I believe the correct answer would be that shes implying The other shouldn't have done that; it was rude.
