Most recorded history of this said event points to Truman making a better decision for more people. Some people who have studied different angles on why he made the decision is that Truman believes that Japan will not surrender, they will fight until their deaths and the death of their people. So in order for the war to stop, he just had to make a big decision on using the atomic weapons so Japan will be shook into consciousness to end the war and stop fighting.
