Steals is the present tense form of steal

The usage implies that he is in the process of stealing hence in present tense
If it were in past tense he would have "stolen bases all the time"

past tense " Rick stole bases all the time "
present tense " Rick steals bases all the time " (yours)
future tense " Rick will steal bases all the time "
