What is a result when the torques on each side of the fulcrum are equal?

no motion
rotate counterclockwise about the fulcrum
rotate clockwise about the fulcrum
iIt will teeter clockwise and counterclockwise about the fulcrum

There would be no motion in a fulcrum if both torques in its either side would be equal. In addition, the summation of torques in the fulcrum system would eventually be zero. It will only come into motion when an external force is applied, which is in accordance with Newton's First Law of Inertia.
