I believe the answer is:

-rule by a few called an aristocracy

-rule by many called a democracy

According to Aristotle, In arstocracy, the power of the government is held only by the nobles and normal citizens have no way to choose the leader of the government. In democracy, the power of the government belong to all citizens and they can choose their own leader through voting.
