In total there are 48 balloons. 16 of them being red.
16/40 can be reduced to 1/3
1 out of 3 chance would be your change in getting a red balloon.

Total balloons = 48
Red balloons = 16
The odds are 16/48
There is a 1 in 3 chance of you picking a red balloon
