In order to avoid oil to go in to large bodies of water or soil, the best solution would be to create an attachment to the car such as an aluminum box container which can be placed under the location of the car where oil is leaking. But if this does not help another solution could be that the city should add filters to drains and other entrances that lead to the ocean or other large bodies of water which can then pollute our environment.
