2×4 +3 =11
thus 2 and 3/4 equivalent to 11/4.
11/4 ÷ 3/16 = 11/4×16/3=44/3 dumpling

Volume of dough = 2 and 3/4 cups = 2.75 cups
Required for one dumpling = 3/16 cups = 0.1875 cups
So, No. of dumplings = Total Volume of dough/Dough required for one dumpling
= 2.75/0.1875 = 14.66666...
He can make 14.7 dumplings.
