The a.o.s of the quadratic function is:


x=2

And the range is:


\text{Ran}_f=\lbrack-9,\infty)

Then, the vertex of the parabola should be:


V=(2,-9)

And it opens upwards. Then, using the vertex form of the quadratic function:


f(x)=(x-2)^2-9
