x would be 7 because you set 11x - 2 equal to 75 degrees (11x - 2 = 75), add 2 to both sides (11x - 2 + 2 = 75 + 2) to get 11x = 77, then divide both sides by 11 (11x / 11 = 77 / 11) to get x = 7

Because the angles are congruent, they'll have same measure of angle. They would both be 75°. The equation for this situation would be
75=11x-2
77=11x
7=x
x is 7
