Please help!!!!

Read these lines from the second stanza of the poem.

O Captain! my Captain! rise up and hear the bells;
Rise up-for you the flag is flung-for you the bugle trills;

I believe it's the second one since someone is calling him Capitan it can't be the last one and the flag wouldn't have been risen if the war hadn't ended and there's no reason for him not to feel the same way as the others
