remember
x^ (m)/(n)= \sqrt[n]{x^m}

so
simplify each seperately

27^ (2)/(3)= \sqrt[3]{27^2} = \sqrt[3]{729}=9

(1)/(8)^ (2)/(3)= \sqrt[3]{(1)/(8)^1} = \sqrt[3]{(1)/(8)}=(1)/(2)

so we now have
9-1/2=8.5

27 to the power 2/3 - (1/8)to the power 1/3
=27^(2/3) - 1/8(1/3)
= (3^3)2/3 - (1 / 2^3)^1/3
=3^2 - 1/2^1
= 9 - 1/2
= 8 1/2 (8 and 1/2)
or
= 8.5
