The first thing to do is to carefully list out the information given to us:

At 9 am: T = 34 degrees

Each hour means every hour (every one hour)

This means that for every 1 hour that passed, the temperature dropped by 8 degrees. We have an equation for this thus:

\begin{gathered} T\mleft(x\mright)=34-8x \\ where,x=NumberOfHours \end{gathered}

To get the temperature at 4 pm, calculate how many hours has elapsed since 9 am & slot it into the equation above:

9 am to 4 pm = 7 hours

\begin{gathered} T\mleft(x\mright)=34-8x \\ x=7 \\ T(7)=34-8(7)=34-56=-22^(\circ) \\ T(7)=-22^(\circ) \end{gathered}
