Yoshio was born in California. His parents were Japanese immigrants. He graduated from the University of California, Berkley. He has a degree in Business Administration.

When President George W. Bush won the 2000 election, he appointed Yoshio as the Secretary of Transportation. The interesting thing about this appointment is that Yoshio was the only member of the Democratic Party to be part of the cabinet of President Bush.
