Who was the first president to make a concerted effort to establish the primacy of the national government?

It was president George Washington who made an effort to establish the importance of having a national government. During the American Revolution, the Americans were divided into clusters due to the division of the states. Because of this, Washington insists that there is a need to unify this states to represent the whole of America.
