B would be to entertain.

C. would be to persuade, and D would also be to entertain.

In all the other examples, the goal seems to be different

Letter B is a script and letter C is a graphic novel, so they're entertainment. Letter C seems to be an attempt to persuade the reader. The contract, though, is purely information.
