Members of the electoral college are chosen through the popular vote in each state (a candidate must receive a majority of the electoral votes). The Electoral College is a process. It consists of the selection of the electors, the meeting of the electors where they vote for President. Americans go to the polling place tooltip to cast their vote. But the tally of those votes does not determine the winner (the popular vote). Presidential elections use the Electoral College. In the event no candidate receives a majority, the House of Representatives chooses the President.
