Why were democratic leaders expressing so much concern as Franklin Roosevelt ran for a fourth term in office?

I believe the answer is: C). He was becoming much too powerful as a leader.

Prior to his presidency, American presidents were limited to serve only for two period. But Roosevelt made various efforts to change the legislations and appoint himself for two more periods. many democratic leaders at that time see his action to be leading up to a dictatorship.
