I think is the 2nd option.

Explanation:

because if you calculate you will see, that the closest number is (-7, -9).

and I've just calculated. And actually, it satisfies the second equation.

a − 3b = 16
a = b − 2

b - 2 - 3b = 16
2b = - 18
b = - 9

a = - 9 - 2
a = - 11

(-11,-9)
