some skin creams claim that they are "pH balanced" yet do not have a pH of 7. what do the manufacturers mean by "pH balanced"

Well what they mean by pH balanced is saying that the cream has a balanced amount of pH on it If it wasn't balanced then the cream will either have more or less pH also not function as it should do.
