What motor structure inhibits the motor cortex at rest?

The basal nuclei are responsible for inhibiting the motor cortex at rest. The basal nucleus is a cluster of nuclei located at the bottom part of the forebrain which functions as a functional unit and connects the forebrain itself to the cerebral cortex, thalamus and other parts of the brain.
