Well, we know 16 ounces equals one pound. We have 8.5 pounds. So, if we know 16 = 1 of those pounds, all we need to do is multiply 16 x 8.5.
This gives us 136 ounces total in 8.5 pounds.

1 pound 8.5 pounds
cross multiply
1x=136
divide both sides by 1
x=136 ounces
8.5 pounds are 136 ounces
