The answer is C because the ratio of penguins to whales is 8:4 because there are 8 penguins and 4 whales but then you have to simplify it. So 8 divided by 2 is four and 4 divided by 2 is 2. Then your ratio is 4:2 but you can still go smaller. So then you take 4 divided by 2 equals 2 and 2 divided by 2 is 1. So the ratio is answer C) 2:1
