General equation of line:

y=mx+c

Where,

\begin{gathered} m=\text{slope} \\ c=y-\text{intercept} \\ (x,y)=(4,-3) \end{gathered}

Slope of line is -2 then:

\begin{gathered} y=mx+c \\ y=-2x+c \end{gathered}
(x,y)=(4,-3)
\begin{gathered} y=-2x+c \\ -3=-2(4)+c \\ -3=-8+c \\ 8-3=c \\ 5=c \end{gathered}
\begin{gathered} y=mx+c \\ y=-2x+5 \end{gathered}

Equation of line is y=-2x+5
