40c - 0.05(40c) <= 190
40c - 2 <= 190
40c <= 190 + 2
40c <= 192
c <= 192/40
c <= 4.8

So the best quality that can be purchased by Ellen without going over her budget of $190 is Basic proofreading at $ 3.95 per page

B. Basic proofreading
