e perimeter is found by adding the length of each side:
P=a+b+c+d
but we know that the parallelogram has the parallel sides length equal so
P=2a+2b
where a=11cm
b=23.4cm
P=11*2+23.4*2=22+46.8=68.8cm

The formula for the perimeter of a parallelogram is...

P=2(a+b) where a and b are the side length measures
plug in the data we know (a=23.4 b=11)
P=2(23.4+11)
P=2(34.4)
P=68.8cm
