What does it mean to rise over run when the slope is integer

The expression isn't "to rise over the run".
The correct expression is "THE rise over the run".
Basically, it means slope is the angle of altitude divided by distance.
So, if a ramp is 20 feet long and it lifts cargo up 2 feet, then the rise over the run is in 2 / 20.
