Describe a situation in which a committee might decide to report a bill with an unfavorable recommendation rather than pigeonhole it

As a favor to a the sponsoring member, or because they could expect to amend the bill on the floor, but generally they do that in committee. Maybe the committee wants the cover of the entire body voting it down. Generally this would be to placate the voters.
