$65 * 0.15= 9.75, this is the total tip.
65-9.75=$55.25.
The maximum amount of money they can spend on dinner is,

x + 15%x = 65
x = the maximum amount they can spend on dinner.
1.15x = 65, x = 65/1.15 = 56.52
The maximum amount they can spend on dinner is (a) $56.52!
