What causes the sea level to rise?

A. Ocean basins getting smaller or water returning to the hydrological cycle.

As ocean basins get smaller the amount of water on them does not dimish, this is why the sea level rises, same volume with less width you need more height, and as the water returns from the hydrological cycle, you add volume which makes the sea level go up.
