Dalante's line "sighs that caused the everlasting air to tremble" sets a depressing and melancholy (i think that's how you spell it) mood

the mood thst is set by Dante with this line is that of lamentation and grieving .Only someone in terrible pain could produce those sighs.Dante is describing Satan in the Inferno in this Canto and the mood set is what Satan feels.It is a great burden for him to be there, hurting all the time.
