the rule that applies here is that "like dissolves like while unlike dissolves unlike". In this case, polar solutes only dissolve or combine readily with polar solvents. Non-polar solutes otherwise dissolve only with nonpolar solvents. This rule is important in reactions, the design of reactors, etc.
