Final answer:

Non-pathogenic bacteria are well characterized and do not typically cause disease in healthy plants, having minimal risk to the environment. In contrast, other organisms like viruses, oomycetes, and some bacterial phytopathogens are known to cause diseases in plants.

Step-by-step explanation:

To identify an organism that does not cause disease in plants, we need to understand the various agents that can lead to plant diseases. Factors that result in diseased plants include weather conditions, soil nutrient levels, genetic factors, and interactions with various organisms such as bacteria, fungi, water molds, nematodes, insects, and viruses. When considering the disease triangle, which consists of environmental conditions, host susceptibility, and pathogen virulence, any organism that does not fit into this model would not be a cause of disease. Specifically, bacteria that are well characterized and not known to consistently cause disease in healthy adult humans also tend not to cause disease in plants, as they are not adapted to invade plant tissues.

Among these are microbes that maintain a symbiotic or benign relationship with plants, aiding in processes such as nitrogen fixation or simply living on the plant surface without causing harm. These organisms do not disrupt the normal functioning of plant cells and tissues, thus do not lead to the abnormal functioning associated with diseased states.

In contrast, organisms like viruses are responsible for severe infectious diseases in plants and require living cells to multiply. Plant parasites such as the oomycete Plasmopara viticola, which causes downy mildew in grapes, are another example of disease-causing agents. However, certain bacteria are not recognized as pathogens in healthy plant hosts, and instead, might have minimal risk to workers and the environment.

Herbivores are the kind of organism that does not cause disease to the plant. Herbivores are too large to exist in a plant. There are other micro organisms that use animals as vectors, but since the other animal does not get sick, it doesn't count. They are just too big to live within plant  circulatory systems.
