Part 1 is all but Uranus.
Part 2, Are you sure it's 15:8? The ratio of all letter to consonants is 15:9 and all letter to vowels is 15:7.

Part 1) In Mercury, Ratio of Vowels to Consonants = 2: 5
In Jupiter = 3:4
In Uranus = 1:1
In Neptune = 3:4

In short, Your Answers would be: Jupiter & Neptune

Part 2) "Astronomy is cool"
Number of Vowels = 7
Number of Consonants = 8
Number of Letters = 7+8 = 15

In short, Your Answer would be: Option A) The ratio of all letters to consonants
