I would say that tracking the productivity of a country asĀ  a whole would be an example of total quality management but not just tracking it but learning from the outcome as to how to alleviate poor productivity and implementing measures to improve productivity.

Measuring the productivity of a workforce is a method best used for total quality management. Total quality management refers to a system of management that keeps all standards of work at a high standard to keep company operations running smoothly. To make sure that everything stays high standards there needs to be constant measuring of productivity to make sure things are not slipping through the cracks or that people are not doing their job.
