more accurate to say that high pressures systems are associated with stable weather and low pressure systems being unstable.
During low pressure systems, the moisture is condensed in large quantities resulting in precipitation. Pressure variations also allow for unstable patterns of air which is the wind you feel.
High pressure acts as a lock on whatever the current conditions are which is why it is so stable.

High pressure systems are associated with fair, stable weather. Low pressure systems are associated with things like bad weather and humidity.
