Why do you think the court ruled that the doctrine of" separate but equal" had no place in the field of public education? Why was the decision hard to enforce?

The 10th??? Amendment where there was no right to discriminate on voting by basis of race was seen to need to be enforced in all aspects of life not just voting. It was hard to enforce because white Southerners were winey racists that lynched blacks and wanted segregation.
