The main reason why the Allies attacked civilian and military targets in Japan is because they thought the only way to get Japan to surrender would be to have civilians involved so they would put pressure on the government.

Japan refused to back down, so the Allies tried to take extreme measures so, Japan would surrender and the war would eventually end.
