This is a pythagorean theorem problem

When solving for the sides of a right triangle... a^2 + b^2 = c^2

Therefore, 7^2 + b^2 = 25^2

b^2 = 25^2 - 7^2 = 576

b = sqrt(576) = 24

Answer: A 24
