Milo changes from the beginning of Act II to the end of Act II of the phantom tollbooth. What is the biggest change in him?

He is afraid of making mistakes.
He makes friends more easily.
He is bored and tired.
He values time.

The change that we see from Milo throughout Act II is that he values time. This happens when at the end, the watchdog appears (which turns out to be just an ordinary dog with an alarm clock as the torso.) The watchdog tells Milo to get out of the Doldrums by just actively thinking. And when his car is repaired, they both escape.

Hope my answer has helped you.
